Given the challenges posed by talent scarcity to organizations, especially in fields such as information technology, engineering, and healthcare, talent management has become a key tool for gaining sustained competitive advantage. This study aims to develop and validate a scale to measure strategic talent management (STM). Across three samples (overall n = 678 employees), we show the content, construct, and predictive validity of the STM scale. The final 20-item scale includes six dimensions: talent identification, talent acquisition, talent development, talent evaluation, talent motivation, and talent care. These dimensions formed a higher order construct assessing STM practices, which were found to be positively related to employee organizational identification and job satisfaction. This study is the most comprehensive study to date to measure STM practices, providing new perspectives and tools for the theoretical framework and empirical research of STM, and has important theoretical and practical significance for both academia and practice.
