Organizations in the public sector, particularly within the tourism industry in the Gulf Cooperation Council (GCC), face complex challenges during restructuring and changes, in balancing economic efficiency, human potential, and cultural preservation. This article advocates for a dynamic and transformative role for HR as an intervener and internal consultant, adopting methodological, mediatory, and therapeutic approaches to guide organizational transformations. This intervention showcases how Human Resources (HR) evolved from an administrative and operational function to a strategic internal consultant. Through practical applications the research demonstrates how strategic HR bridges leadership and stakeholders’ alignment, reduces resistance, and fosters collaboration, ensuring sustainable organizational transformations.
