This paper addresses the central question of how franchise chains influence pay and working conditions in their franchised units. In a multi-level analysis of franchisee survey data, we examine how chains influence incentive structures for line managers to shape their implementation of HR practices for frontline employees, in accordance with chain standards. The analysis draws on a nationally random survey of 862 franchisees across 159 brands in the fast-food industry. After controlling for chain, franchisee, establishment, and labor market characteristics, we demonstrate that chains affect the implementation of HR practices for frontline employees primarily by influencing the training and compensation of managers.
