This study delves into the intricate relationship of Circular Economy (CE) enablers and Open Innovation (OI) practices within the Forest-Based Bioeconomy (FBB) value chain. Employing a mixed methods approach, this article relies on the Principal Component Analysis (PCA) with clustering to identify "Open Circular Innovation Packs" (OCIPs), revealing synergies and challenges that are ultimately validated through interviews with different stakeholders. Three pivotal packs emerge: "Holistic integration", emphasizing resource efficiency across the value chain; "Learning Ecosystem", highlighting the role of education and ecosystems; and "Regulatory Pack", focusing on policy frameworks. Insights underscore the need for nuanced strategies to align enablers and practices, balancing educational initiatives with market dynamics, and navigating conflicts in regulatory environments. This research informs scholars, managers, and policymakers in steering the FBB value chain towards a sustainable and circular future.
